Firstly,Go to the Image (Adjustment) select Hue/Saturation. Make the photo less saturated to make it look bit pale.

After that, Go to the Filter Distort (Diffuse Glow..)

Adjust the Graininess to the zero and adjust the glow amount from 1 to above and clear amount under 20.

OK

Lastly,

Go to the Image (Adjustment) select Curve and adjust it as you want.
